(This bill was proposed by the senator Daphne Chang) We need a strong and united military. The president is the commander in chief of the army and he/she should be the one who chose the military officers, the same way employer chose his employees. This will make our military more powerfull and more democratic. Provision; Article 1.1)The president has the right to appoint millitary officer at any military position whatsoever Article 1.2) The president has the right to dismiss any military officer currently in service Article 2)If the president doesn't want to take care of the nomination of the military officer imself he/she can always delegate the job to the ministry of Defence, the Chief of the Defence Staff, the Chief of Staff of the Army or any of their Subordinates. Article 3.1)If the senate judge that the president as poorly choose the military officers or that he chose them irresponsibly, the any senator can start a ''vote of military non-confidence'' that would take away the right of the president to choose the officer and give it to the senate. Article 3.2)A ''vote of military non-confidence'' would take 60% of the legislature to vote in favor for it to pass. |

Message | Mr. Speaker I am glad that the Federalists are voting against this shameful attempt by the NPP to undermine the political independence of the Hurorian Armed Forces. If a President were to appoint a bad officer to command and their party controlled the Senate then there would he no failsafe to ensure thay a bad officer was removed from command. It's much better to keep it in the current merit based promotion system that has worked for years. Though we note that Chief of the Defence Staff is a position traditionally and ultimately decided by the Minister of Defence and President as is required.
