I am proposing that we ban parties from proposing bills with a great deal of proposals, including manifestos, unless they are closely related (for example, simultaneously legalising medicinal and recreational use of cannabis because it doesn't make sense to have recreational but not medicinal usage.)

This is very irritating as it means that your party ideology is pushed away from what it should be and you cannot judge a proposal based on its individual merits.

This would effectively act as a new game rule in this nation, if Moderation is cool with that.

I guess this would require a 2/3 majority of players -- 5/7 excluding the SDP.

I would add a new debate bill which would stay up permanently to notify new players.

MessageOOC: Another solution and something that could actually be enforced would be simply proposing a reduction in the amount of bills each party can accumulate and propose.
