The Federation proposes this bill to prevent the excessive use of force in ways which cause excessive and indiscriminant harm to civilians and non-combatants both during and after a conflict.
Biological and chemical weapons cause horrendous pain and suffering, leading to malformations, third-degree burns, cancer in newborns and painful and protracted deaths. They also can enter the local ecosystem effecting people and the environment for generations to come. Conventional weapons; such as the use of strategic missiles; are as effective as such weaponry; and are far less brutal and indiscriminant.
Nuclear weapons are overwhelmingly destructive; able to destroy whole cities and capable; if used too many times; to leave Terra inhospitable to human habitation.
Land mines are another form of indiscriminant weapons; almost impossible to locate; and capable of remaining dormant to maim and kill decades and even centuries after a conflict.
If Luthori wants to remain a powerful and respected military power, we must limit the use of such weapons and make moves to prevent their use unilaterally across the whole of Terra. That is why the Federation proposes this bill.

In regards to the Party for Freedom and Liberty I'd support a full scale invasion of their territory and the arrest and execution of all leaders which authorised the attack. The truth of the matter is that although biological and chemical weapons are terrible they could not destroy the world to the same degree nuclear weapons could. Therefore I don't think using nuclear weapons on a country which uses biological and chemical weapons is justified. In the case of a first strike on Luthori with nuclear weapons I think it would be justified to strike them in retaliation.
We are willing to change that article of the bill in order to allow retalliation for chemical and biological weapons if the PFL regard it as a factor which would cause them to not vote for the bill, however this would purely be a consession. Ultimately the Federation's ultimate goal in the case of biological, chemical and nuclear weapons (WMD's) would be unilateral disarmment by all the nations of Terra although we understand this is a goal for far in the future. Is destroying the world or pepetuating chemical and biological use justified in situations where purely biological and chemical weapons are used? The Federation is not sure enough to make a judgement.

How about we agree to support unilateral disarmment in the future? In such a case we could say propose only using biological and chemical weapons in situations where we are attacked by such weapons, and drop the proposal to ban chemical and biological use until such a time that a treaty unilaterally bans such weapons from use.

I'd like to answer that for the party of Freedom and Liberty - we'd be left without weapons to retaliate with and be open to threats by rouge nations.

The radical left have always been a threat to national and economic security and by the F&LP going into cahoots with them we are left in a very dangerous situation.

I have a further suggestion, scrap the bill. We have these weapons to protect ourselves and we should not limit ourselves to retaliation only, that means a nation can hit us first with nukes or chemical warfare, before we can even consider acting.

However, we would like to comment that we do not appreciate CA-BC's comments and hope they will not be made in the future. We are civilized politicians and we should act as such.
