Bill: D.d.l. 4/4230: Education Overhaul

Details

Submitted by[?]: Nuova Unione

Status[?]: passed

Votes: This bill is a resolution. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: January 4231

Description[?]:

Paolo Conti, MSI chairman

"Dear Colleagues,
As the Minister of Culture and Education, it is my duty to enforce a stronger education system to ensure a brighter future for our children, and, as they are our future, this will also strongly affect the future of our country!
Now, the old, conservative system of education in Istalia has to be changed, fast. We have to forge a brighter future for our beautiful country and it's people!

Here are the points that we, MSI, would like to change.

Preschool:
2-4 yrs
-------
Compulsive
Primary School:
5-12 yrs
Profile School:
13-16 yrs
--------
High School:
17-18 yrs

Let me explain: well, we start with three years of non compulsive preschool. Then we have eight years of compulsive primary school, followed with a new idea: Profile School. It will last for four years. Let me explain Profile School; it will be divided into four types: Social & Humanities, Sciences, Artistic and Physical Subjects. It will be formed to ensure the most personalized education for each student, and help them prepare themselves for the future. The names tell what will be the main focus of each profile. Now, subjects from other courses will also be taught, but to a much lesser extent than in the general primary school. Students will be able to change profiles after completing a school year to provide themselves with education in the chosen field. This will also surely help our students in getting to their preferred University.
Next thing; tests will not be fully compulsive; students will write them after lessons, after consulting the right date with their teacher. A minimum cap of tests filled will be installed for each subject, though. We want artistic subjects to be treated with more importance. Students will not be taught what to think but how to think. In subjects such as Luthoran and Istalian, creative writing will be the main focus. Mathematics will mostly base around logic puzzles. Four subjects will be added: Philosophy, Psychology, CRE (Cultural and Religious education; it will teach about other cultures and religions to make our students more tolerant and open) and Finances. We want to change the shape of classrooms; now, they will be semicircles, so every student will be in the same distance to the teacher.
There will be only five compulsory tests: One at the end of Primary School and one at the end of each class in Profile School, they will mostly base around the use of creativity and logic.
We also want to raise the wages of teachers, but for the cost of raising their minimum qualifications. Students will be made to wear school uniforms so everyone will be equal, but personalizing them will be welcomed with open arms, because that will make the students be able to express their individuality.

Now, fellow representatives, will you vote for the reform to improve the quality of Istalian education, to create a colourful and bright future, or will you throw our reform into the bin and back up the possible grim vision of a hopeless future?
My friends, please, support us.
With Warm regards,
Leader of the national congress of MSI"

MessagePresidente del Consiglio dei Ministri Beniamino Massa,

We do not agree with this bill for three reasons, very specific ones.
Firstly: we believe this system gives a huge blow to hard science, like physics and Maths, which after all are vital for the understanding of the world and are benefiting the Istalian industry.

Secondly: CRE, it teaches about other cultures but completely forgets our own. We need to implement a class of national unity or implement the idea of 'Istalia' into school life, as we are stronger united, and we have a great history to boast about which our youth may be proud of. It should not be indoctrination, but evoke a sense of pride, whilst thinking critically. If CRE would include Istalia too, we would be satisfied.

Thirdly: Raising teacher wages, at the cost of the taxpayer might really hurt our budget and raising minimum qualifications may be a big issue for new, young teachers, which will cause unemployment and discouragement of the workforce.

Respectfully.

"On your first point: with the addition of the compulsive subject of Finances, we think that this will be a boost for the industry. We also believe that quality is more important than quantity, and UT's better to have less, but way better financiers and mathematicians than more but way less skilled.
On your second point: We thought that it is pretty obvious that CRE will teach about Istalia. Sorry if you misunderstood this point.
On your third point: You are 100% correct, but we will implement this point in a further future than the rest; when it will be eligible: that is when we will have inafe manpower, let's call it that and finances.
We hope that we cleared everything up and that we were able to change your mind.

Sincerely."

MessageBeniamino Massa,

"Hold your horses Mr. Cecconi, no one is going anywhere, and as Mr. Conti said, this government is transpartizan, and works with constant support of 2/3 parties. Furthermore, the honorable Mr. Conti persuaded us to change our mind. We fully support the profile school idea and now that the gentleman explained it to us in more detail, we do not strictly speaking oppose it and moreover, we would not risk the stability of the coalition over this minor disagreement. After all, the MSI does hold the ministry of education meaning we trust their judgement. Next time my friend you will get your chance"

MessageNicola Gasbarro, leader of LP:

"First of all, we would really prefered that the Ministry of Education would have inform the rest of the Government and first of all the President of the Council od Ministers, which is the Head of Govern!ent.
Then, I cannot understand how such a Government could survive. Transpartisan? A government is bond to the majority which assured its confiance. A government is a subject which work with a common objective. The Govenrment is subjected to the Constitution!
Now I think that I waited also too much time to do this: LP is forced to retire its support to the current Government and my ministers will resign as soon as possible.

I invited both AI and MSI to the dialogue and the common programmation (OOC: the organization "Governo della Repubblica Istaliana") but without success. Already we had serious reserves on the budgetary and fiscal proposal, now this important measures presented without any notice.

We are not against this proposal, we are very interested but we have serious reserves. We think, like our collegues of AI, that the mathematics and the physic and science seems too much neglected.
Second, we think that 12yo is an age to low for a child to choice in authonomy an entire educational path. We thinks that we should rise the age since when the guys begin to choice matters and courses.

For all these reason we vote against and we call for President Largisini to begin new consultation or call early elections.

Thank you"

To Ms Gasbarro:
"We would like to indicate that this is a Ddl, proposed by our entire party, as it was a part of our program. It just so happens that I am also the Minister of Culture and Education. From what we have noticed, both AI and MSI took a stance in the fiscal proposals.
If you were so eager to use the common program at I on, why didn't you? AI and MSI visibly didn't see any necessity."

To Ms Cecconi:
"Profile Schools are going to teach a bit of everything. Just with a focus on certain subjects; Additional hours in those subjects, meetings with professionals in certain fields, field trips focused around certain subjects. Profile Schools in all honesty will be just personalized Junior Highs. Also, students could choose to teach themselves in each of the four classes, as there will be four grades. We don't see any problem."

But I would like see you if it will be not necessary a common program when, if you will be part of a government, this should count on few votes to survive and all the members of the coalition should vote in favor of the bills to be sure that they will be approved.

We will talk again after the next elections about WHAT IS IT A COALITION GOVERNMENT AND HOW IT WORK A COALITION GOVERNMENT

"Your disagreements are endangering the stability of Istalia. What do you think you are doing? Nicola Gasbarro, you are absolutely right, as the bill is D.d.l, the MSI should have consuleted with us first, (ooc: the party organization exists but only I have written something there by now), we would have even probably agreed with MSI as I personally trust its competence, but still. Mr. Conti, You should have known better and show some cooperation with your colleagues if you are planning a d.d.l this situation is very risky and may send Istalia to collapse once more.

Mr. Gasbarro, please reconsider. This is simply foolish as only this government is currently able to work forwards. We already tell you that we will not work with the socialist parties. Do it for the people and wait out until the next election at least. This is a sincere request and trust me, I agree with you. But you have to be able to show some reason.

"Yes, I am very sorry for this entire situation;
I though that our D.d.l. would be originally put to voting two years earlier, but the situation at that time disabled that. We again are very sorry, but I'll take the responsibility off of my party and take it on myself, as I originally foundes the idea."

Random quote: "I worked at a factory owned by Germans, at coal pits owned by Frenchmen, and at a chemical plant owned by Belgians. There I discovered something about capitalists. They are all alike, whatever the nationality. All they wanted from me was the most work for the least money that kept me alive. So I became a communist." - Nikita Khrushchev
