MessageOOC: According to the system outline in the respective bill, the Emperor/Empress appoints the Chairman of the Committee of Ministers and the new Chairman appoints the rest of the Committee. You do not need to abide by that rule since it is impossible to execute through game mechanics, but for roleplay, it is highly recommended.

The monarch proposes a government with all the same ministers except the Prime Minister, who is chosen by the monarch. Then this is approved. After it is approved, the PM's new party would propose a new government. That is why I am saying that it is impossible to execute through game mechanics, therefore I cannot force you to do so. The person roleplaying the monarch would propose such a bill, i.e. me, but do not worry, I will not appoint a party that does not make sense - e.g. my own, as it does not have a majority support in parliament.
I hope you understand what I meant.
