| By Imperial Decree, I hereby declare the formation of His Imperial and Heavenly Majesty's Imperial Council(Kaisārichā Ratto). It is composed of exceptionally loyal and skillful members of the Hulstro-Showan and Mamuryūken nobility, who have proven their aptitude and dedication to the Imperial cause throughout the 46 years of struggle following the repudiation of the Imperial Constitution in 4186 (http://classic.particracy.net/viewbill.php?billid=510874). They shall govern Mikuni-Hulstria responsibly in the name of Our Magnificent Sovereign, respecting His Divine Guidance and striving to put the Empire back on its path to Greatness. In order not to engage the Emperor of Emperors in petty, unelaborated affairs, members of the council shall be forbidden from referring directly to His Imperial and Heavenly Majesty in matters of lesser urgency. Instead they are ought to closely collaborate with His/Her Excellency Governor-General and Reichsschogun, consulting every proposal for Governmental action with him/her first. May constructive consensus be the foundation of His Imperial and Heavenly Majesty's Imperial Government! |
