Description[?]:
In order to provide for a safe and secure society the Civil Order and Stability Act will allow for the military to assist the police force in times of serious emergency and the right to disperse crowds in the event of a state of emergency. Article 1) It is the right of the people to peaceably assemble and that right shall not be infringed. Article 2) Treason or other acts of criminality are not protected by the right to assemble. Article 3) In cases of treason, criminal activity or in cases of eminent danger the police have the right to disperse a crowd. Article 4) Crowd dispersal must be done in a non-lethal manner and in the event of violent retaliation police officers are authorized to respond only with reciprocal force. Article 5) The military may be called to support law enforcement when a state of emergency has been declared, significant damage to life and property has been inflicted or interests vital to the continuation of the state are in eminent danger. |
