This means that all people living in Dorvik who want to become citizens, whether they were born here or not, have to take an exam at one point in their lives to receive citizenship. Being Dorvish is a privilege, so it should be logical that you'd have to perform some type of action in order to get such a privilege.

This proposal is just preposterous. Dorvish citizenship is not such a privilege that even dorvish nationals would have to pass 'an exam' in order to obtain it. The fact that they are born here is enough for them to obtain citizenship. This categorizing is horrible. We are not some ancient democracy where only a part of nationals were entitled to enjoy the full rights of citizenship.

This test should be conducted somewhere during an individual's educational career and should be available at any later moment for those who have immigrated to Dorvik. Everyone should and will be able to do the test, so the claim that it resembles ancient Greece is just ridiculous.

Besides: How much effort is it to do a test about Dorvik and its culture? Isn't the HDU interested in protecting and maintaining our values? The fact that some people believe that being a Dorvish-born individual makes you an immediate expert in Dorvish history and culture is just wrong and we should try to teach everyone the basics of our nation. Our youth should not be alienated from their Dorvish core by the cultural influence of those countries around us.

You've just proven yourself wrong. You want to base dorvish citizenship on the knowlegde of Dorvik's history and culture? Stupid. Simply stupid. Protection and maintaining values is what we want to do and what you want to do is to make people pass an exam in order to gain it? So.... answer to one simple question. A child is born... by this proposal he or she has no citizenship making her or him a stateless person so by law he or she is not entitled to use our healthcare, education and social services. What are you going to do about that? Some child has cancer and you are going to tell him or her that he or she has to wait in till he or she reaches some point in her or his career... pass an exam... and then she or he will be able to enjoy the same rights as any other Dorvish man and woman. What you've just did is cornered youself and you are now humilitated to admit this simple fact.

I speak for the newly formed Dorvik Farmer's Party. I know that I am merely a citizen and not a member of the Bundesversammlung, therefore, I have little say in the running of the Government. But the DVP puts forth a suggestion to make this law palatable for the Alliance.

The DVP supports this measure and asks that, to comfort the HDU, that a two distinctions for citizenship arise and this proposed law incorporate them: Mainly, the creation of Active Citizenship and Passive Citizenship.

The details can be worked out and placed in the description of this Bill at another date. However, to describe the idea, those people of Dorvik who have been born in the nation and have not passed the exam (migrants) or are yet to pass the exam (children/students), shall be given "Passive" status wherein they are unable to vote and own property (property that is bequeathed can be held in trust by an "Active" Citizen). However, they are awarded all other rights and privileges of the state; namely, healthcare and education services, police protection, and other civil rights but must also pay their shares of taxes.

Meanwhile, those with "Active" status will hold all rights and privileges of the state without exception unless stripped from them due to criminal activity, treason, or legislative action.

MessageDespite, if you care about foreigners receiving dorvish nationality, they already have to pass an exam and we don't need this horrible proposal in order to "secure" our values. This dangerous categorization is disgsting and will never get HDU support.

This whole fuzz about a sick child has nothing to do with citizenship.

Said child with cancer would still be a national and should thus be entitled to protection by the state and would be able to be insured. Insurances are an option for everyone who is a legal resident of this country, like this child, and our health care system is probably (not specified) open for any " Ordinarily resident ", which is defined as a legal permanent resident as well. Healthcare is (usually) a matter of residence or nationality, not citizenship.

Citizenship is about enjoying political rights, which shouldn't be automatically given to every single person in this country without any prior testing. Politics are complicated and so is our country, so why would someone be able to take part in this complicated system without any required knowledge? The only threat to our democracy is itself, and with these acts we can defend it just a bit more.

A lot of things aren't specified here, like how our healthcare system works, which is why I put some things in brackets. If we were to assume that our healthcare system works like in most Western-European countries, then this child would be covered by law due to her being a permanent resident.
