In order to help institutions such as voting, the purchase of alcohol, the acquisition of a credit card, etc., I propose that each citizen be issued an identification card. Though is should not be mandatory to carry this card everywhere, it should be mandatory to provide this card in order to vote (so that non-citizens are kept from voting), to purchase alcohol (since only adults are allowed to buy alcohol), and any other means by which an age verification/citizenship verification are required.
