Article 1)

Hutorian citizens are endowed with the right to bear arms.

Article 2)

These rights are not to be denied to anyone except to those who have committed a violent crime or have mental health issues.

Article 3)

The status of mental health is to be evaluated by a mental health professional.

Article 4)

This proposal creates the the Hutorian National Background Database. This database is to record the mental status and criminal background of those who apply for gun ownership.

Article 5)

This database may only be accessed by authorized government personnel.

Article 6)

Those applying for gun ownership will be made aware of the nature of the HNBD and will be made aware that all data within may be used for criminal investigations.

Article 7)

It is the purpose of this bill to give Hutorian citizens the means to defend themselves from criminals and tyranny.
