Description[?]:

This bill will see the establishment of a National Insurance services which will provide the services of the following:

(1) Provision of pensions to public servants. Public servants are employees of the state or those who have worked for the government of three years and over are deemed to be worthy of being on the public service pension plan.

(2) This will also cater to facilitate the provision of health insurance to public and private sector workers who are dependent contractors. Dependent contractors are those workers who are employed by another and are paid wages and are controlled sufficiently by the employer on the workplace.


(3) That all employees who are using the services of the NIS and are employed, must pay five percent (5%) of their earning to the NIS towards their Pension contributory fund.

(4) For those working within the private sector, a special pension arrangement will be afforded to them, these are persons who have technical skills and are deemed as artisans, construction workers etc. Persons working within these professions will see their retirement age at 60, which is lower than current overall retirement age but they will contribute seven percent (7%) of their earning to the NIS.

Lastly, this bill seeks to increase the pension age due to the fact that there is a high life expectancy in Malivia ,where persons are living longer and the workforce will not be able to bear the cost of early retirement and also neither will the NIS. The ULP Hereby recommends that the pension age be increased to 70 years of age.

MessageTell a builder, a painter , a miner, a waiter or a cleaner to work until the 70 years old and hear what they are going to say you. We should look for another solutions, for instance ,ncreasing some taxes. We will vote no.

MessageTo the honourable memeber from WOC, we cannot continue to burden our citizens with more taxes. One cannot tax themselves into prosperity. We need to look at the issue objectively in that people are living longer and if we continue the way we are, we will see the investment portfolio of the pension scheme dwindle ,which will result in only some people getting pensions and some don't or they only get half of it. Thus an increase in pension age is a must.

However Mr speaker ,I'll like to highlight that reality these workers would not have been affected as the initial bill affected only government workers. However we are happy to include those working within the private sector as well .
