Since its inception, the Malivian state has been required to take military action of one sort or another under every head of state and administration, even before the Malivian state had a Constitution. Assuming complete responsibility the actors inside the state should create laws that hereby state how war can be declared. Hereby by the passing of this law into effect the ways war can be declared are such: 1. If the Head of State and Head of Government assume there is a threat to the nation they can unilaterally declare war. 2. If the Parliament votes for the declaration of war against another country. Subsection B on the Defense Ministry: The defense ministry has the unilateral right to take actions without the permission of the parliament that can be considered acts of war against outside threats on Malivia or Malivias influence and partners. Subsection C on the Foreign Ministry: The Foreign Ministry has the unilateral right to take actions without the permission of the parliament or Head of state to operate clandestine operations on foreign soil for the benefit of the Malivian state. |

Message | There must be some sort of oversight over the actions of the military. I believe at least that the military must consult with the Head of State and the Defence Minister before a military action can occur . However in principle, I do believe that it is high time we have a law like this and it can always be amended. |

Message | It therefore implies that the Head of Government have some oversight since it wasn't mentioned so I'll support but it will have to be amended. |
