What is the point of having guidelines in place then not enforcing them - this is too nebulous when dealing with industrial pollution. We either need to go for government restrictions (which will cost) or allow firms to self regulate under a private watchdog. I prefer the latter because contrary to popular leftist opinion firms do not wish to damage the environment any more than anyone else and are good at "behaving" themselves under the watchful eye of the consumer and private watchdog institutions.
