Many small towns in Dorvik and across northern Artania are suffering from economic malaise. The rise of massive corporate farms has led to the decline of small landholders. In turn, small town shops have been unable to stay open as the number of people supported by the land has declined precipitously. These bad economic times have led to depopulation as many citizens, especially the young and educated, leave for the big cities.

In picture 3, local DLVP politician Cäcilius Hopp stands in front of just one of the many abandoned small farms in his district.

The recent "1 Million New Businesses Initiative" (http://classic.particracy.net/viewbill.php?billid=529860), while yet to be funded, has allowed great opportunity for small town businesses to get back on their feet. However, they need more foot traffic through their doors.

Therefore, the DLVP, wishes for the national government, alongside provincial and local governments, to create a fund (through a series of advertising, tax incentives, and grants) that will encourage a "return" to the small towns of Dorvik.

All of the nation's small towns should be studied by a Ministry of the Interior study (by looking at demographics, poverty levels, welfare rolls, age, financial stability, and social service availability) and classified as "Critically Endangered", "Endangered", "Vulnerable", "Near Threatened", "Single-business Dependent" or "Least Concern".

Those classified "Critically Endangered", "Endangered", "Vulnerable", or "Near Threatened" should become eligible for tiered assistance in moving families and entrepreneurs to their locations.

Families, should be encouraged to take up residence and improve on rural or small town properties; they are to receive tax incentives for improving the and making them livable once again.

Likewise, new businesses should be encouraged through various means to move to these small towns to provide goods and services for the growing populations.

Integration aid may be needed for families that move from larger cities to smaller towns deemed "Endangered" by the Ministry of the Interior study. decide to return which should be provided through the Ministry of Health & Social Services.

The DLVP believes that the full funding of this will require Ɖ9 billion over three years (although this may vary) and asks the government to provide Ɖ3.5 billion in funding (between the Ministries of Health & Social services and the Interior).
