"Local Money, Local Control: Local Scholars Initiative"

Article I: All public pre-school, primary, and secondary education shall be placed under local/provincial control. However, the national government shall provide funding to schools and facilities of no more than 1/3 of the cost to educate a pupil, to be determined by a "head count" of students in each school/facility during the third week of schooling of a new academic year.

Article II: The policies regarding private schools and facilities shall be placed under the local/provincial control, with the exception of Article III.

Article III: The national government shall reserve the right to determine and enforce a National Curriculum for all schools and facilities, public or private. The national government reserves the right to intervene in all schools or facilities, public or private, that fail to adhere to or enforce the relevant portions of the national curriculum.

We do agree with the DLVP that local authorities will be best placed to know the needs of their communities and address them,and as Education is a very important issue to the people of this country,we will support this proposal.We,at the same time we will maintain our support for School Choice and A Conservative Government will pursue a policy of Funding Parents and not Schools

If education is locally controlled it can easily meet the needs of the city or province. Every issue is different from province to province and city to city.

It's as simple as this, who can run a Dorvan school better? Haldor or the province of Dorvan? Who can run a Miktar school better? Haldor or the province of Miktar? The province can run it's own schools!

It is a fact that local communities know their children better than the bureaucrats in Haldor. The local communities are thus better placed to make educational decisions. Furthermore, communities differ vastly across the nation in wealth, heritage, etc., and it is impossible for the national government to make a 'one-size-fits-all' approach with education to accommodate all these differences.

Dorvik has well over 100 million people! Each province has nearly 20 million! We, in State Council, must TRUST that they know what is best for their own children. The local level is the closest to the people and most receptive to their needs.

Fundamentally, this is really about trust. The DLVP trusts local people to make this decision and with a national curriculum, there is no reason to also force local schools to follow Haldor's bureaucratic line.

Are the Socialists trapped in the mindset that everyone currently pursuing an education in Dorvik is exactly the same as everyone else? That all schools face the same problems? That the bureaucracy of the nationally-run education system is flexible enough to respond to the ever-changing needs of the nation's schools?

It the answer to these are so, then so be it. But frankly, the Socialist's ever-present opposition to federalism is well-known. There seems to be no reason behind it, just a blind distrust of the Dorvish people to make their own decisions.
