An Act to bind the state to the will of the people through direct democratic decision making and through delegation of roles. Article 1: The municipal councils exercise mayoral powers. Article 2: Delegates may be recalled at any time. Article 3: Delegates for municipal councils have to have a mandate of over 50% of the vote. Article 4: Communes control local areas and then elect Delegates for the municipal councils who then elect Delegates for the National Assembly. This forms a Federation of Communities. |
