This outlines the structure of our democracy:


Article 1 (General) -

1a - The Baltusia is a Democratic Presidential Republic.

1b - This act is the tertiary law, overruled only by the Constitution (http://classic.particracy.net/viewconstitution.php?nationid=22) and the Protection of Freedoms Act (http://classic.particracy.net/viewbill.php).

1c - There are to be three branches of government, the executive, the legislative, and the judicial.

1d - The executive branch constitutes the head of state.

1e - The legislative branch constitutes the congress.

1f - The judicial branch consists of the court system.


Article 2 (Executive Branch) -

2a - The head of state is a separate role from the head of government.

2b - The head of state shall be known as the President and Commander-in-Chief.

2c - The head of state shall be elected alongside Congress, in a two round voting system periodically as per the constitution.

2d - Any and all parties may run a candidate for the role of the head of state and/or endorse another party to do so.

2e - The head of state has complete executive power regarding the country's military in a time of crisis.

2f - The head of state may resign at any time.

2g - In the event of the head of state stepping down the Prime Minister becomes the acting President until another election can be called.

2h - In the event of the head of state dying without leaving message of a replacement then the line of succession to become acting President until an election can be called is detailed in the Line of Succession Act and is to be followed: http://classic.particracy.net/viewbill.php?billid=532667

2i - In the event of the head of state becoming incapacitated without leaving a message detailing a replacement the line of succession detailed in the Line of Succession Act is to be followed to find the acting head of state until the head of state recovers or dies in which case an election must be called and the acting head of state remain the acting head of state until the election is over: http://classic.particracy.net/viewbill.php?billid=532667


Article 3 (Congress) -

3a - The Congress comprises of a number of individuals as per the constitution.

3b - Each individual must be a member of and vote with a political party.

3c - It is the role of the Congress to decide the laws governing Baltusia and it does not serve at the pleasure of the head of state.

3d - The Congress is elected alongside the head of state periodically, as per the constitution.

3e - The Congress may not establish a constitutional monarchy.

3f - In the event of the disbanding of a congressional party with more than a one eighth share of the total number of seats, the Congress must immediately seek an early election unless deemed inappropriate by separate majorities in both the cabinet and the shadow cabinet (if there is a shadow cabinet).


Article 4 (The Cabinet) -

4a - A coalition of parties is defined as a group of parties cooperating, officially or unofficially to get more legislative power.

4b - Following the election of a new Congress the head of state must propose a cabinet, the parties within this cabinet will be referred to hereinafter as the 'Governing Bloc'.

4c - Until a new cabinet can be voted upon the previous cabinet retains full governing control allocated to them.

4d - The head of state should do as much as reasonably possible to minimise the number of parties within the cabinet.

4e - The cabinet will be chaired by the Prime Minister, who must be from the largest party within the 'Governing Bloc'.

4f - The Prime Minister may stand down at any time.

4g - Any member of the cabinet may stand down at any time.

4h - In the event of a member of the cabinet stepping down or dying then a replacement must be found by the Prime Minister from the same party as the departing member.

4i - In the event of the Prime Minister stepping down, they must choose a replacement from either the Secretary of State for Foreign Affairs, the Secretary of State for Internal Affairs, the Secretary of State for Finance, or the Secretary of State for Defence. The individual must have held that post for at least three months.

4j - In the event of the Prime Minister dying without leaving message of a replacement then the line of succession is detailed in the Line of Succession Act and is to be followed: http://classic.particracy.net/viewbill.php?billid=532667


Article 5 (The Shadow Cabinet) -

5a - In the event that there are no parties not included in the 'Governing Bloc' this article is irrelevant and is to be ignored.

5b - The largest party or coalition of parties not included in the 'Governing Bloc' shall be known hereinafter as the 'Opposition Bloc'

5c - No party can be in both the 'Governing Bloc' and the 'Opposition Bloc'

5d - The 'Opposition Bloc' shall form the official opposition.

5e - After a new congress is elected the largest party within the 'Opposition Bloc' is to propose a shadow cabinet. The shadow cabinet is to consist of a Leader of the Opposition and a shadow counterpart of each cabinet official (eg. the Shadow Secretary of State for Trade and Industry).

5f - Parties do not have to be a member of either the 'Governing Bloc' or the 'Opposition Bloc'.

5g - Parties not included in either the ' Governing Bloc' or the 'Opposition Bloc' have no official role for or against the government.


Article 6 (The Judicial) -

6a - The government maintains a series of courts throughout the land.

6b - Any defendant may appeal against a verdict.

6c - The 'Supreme Court' is the highest court in the land.

6d - One member of each party has one seat on the supreme court.

6e - If one party accuses another of attempting to pass a bill which violates either an international treaty or an existing act or the constitution then that charge must be brought immediately to the supreme court.

6f - In a supreme court battle both parties will present their cases followed by questioning from all other parties and their opponent, before the bill in question passes all parties must vote on if the bill is 'legal' or 'not legal'. The outcome is decided by the majority, in the case of a tie the party which holds the justice department has the casting vote.

6g - If a bill is deemed not legal then all parties must either vote no or abstain.

Players may negotiate voluntary conventions amongst themselves on when early elections are appropriate, but Moderation will not enforce these."
