Under this bill the Welfare system would be changed to meet new nationally accepted standards. This bill also proposes changes to the national power grid, ownership of the power systems, and the use of Nuclear Power as a source of energy for the nation. |

Old value:: The state guarantees child benefit to both low-income families and large families.
Current: The state guarantees child benefit to families classified as low-income or poor.
Proposed: Child benefit policies are left to local governments.

Old value:: Small scale private electrical generation is permitted but most energy is generated by a government-owned company.
