***We are proud and honored to announce this bill has been written together between members of the Hutori Freedom Party and former President of Hutori and Leader of the National Progress Party, Madame President Emily Hamilton. *** These are the guideline we propose: -Nuclear weapons can only be used in time of war -Nuclear weapons can only be used against a country that we are in war with. -Nuclear weapon shall only be used if it is the solution that would cause the least death at ending the war. -Nuclear weapon shall never be use inside the Hutorian territory or near the Hutorian border -If a country attacks Hutori with nuclear weapons, chemical weapons or biological weapons first, Hutori will automatically declare war against the offending country unless the senate states otherwise. Allowing the law to mandate a chemical, nuclear or biological attack to occur first before we could even consider the use of a nuclear weapon is unwise, and highly criticized by top military officers. Our guidelines above will be followed and be the law, but we should stop handcuffing ourselves by taking a preemptive strike off the table, if it met all the aforementioned guidelines.This bill will allow us to maintain Peace through Strength.
