What? The way the law is written (OOC: aka the way it sounds) means that we subsidies ALL artistic institutions and ALL artists. That's incredibly unrealistic, if a piece of art or artistic institution applies for a grant, funds or the like, it will be reviewed based on need. I think subsidizing a 27 year old who started finger painting is a little extreme.
