Mr. Speaker,

We are proposing this emergency Cabinet Bill so that there is a temporary government in place to deal with matters relating to the bombing in Nekhatw (http://forum.particracy.net/viewtopic.php?p=119939#p119939).

Under the current law, it's the right of the Federationists as the largest party to propose a cabinet. We consider this cabinet proposal to be an interim government that will serve only until the Constitution is passed and the special election to elect a head of state is completed. Passing the Constitution is still at least nine months away because we are still conducting negotiations between the parties to finalize the Constitution's text. We expect negotiations to be completed very soon, and once they are, we will begin the eight months-long vote to pass the Constitution.

We are proposing that the ENU form the Interim Government because in recent negotiations between the Federationists and the ENU, our parties agreed to a governing outline where the ENU would control the presidency and form a government while the Federationists would control the monarchy and head of state. After the Special Election, our intention is that the new monarch will appoint the official government by proposing a new Cabinet Bill during the monarch's first Throne Speech. Negotiations between the parties regarding who will fill be part of that Cabinet Bill will be led by the new monarch.
