In order to pursue the nation's grand vision to re-establish a Greater Hulstria, wide-sweeping cultural and ideological changes must be employed. This constitutional amendment grants greater rights and prioritises those in the country from an Hulstrian background and Dundorfian speakers above all others. Article 1 - Class A citizens are defined as those from pure Hulstrian ethnicity (namely Mittel-Hulstrians, Volk-Hulstrians, Luthoro-Hulstrians, and Reich-Hulstrians). Article 1a - Class A citizens must also be able to speak Dundorfian fluently and read and write the language proficiently. Article 2 - Class B citizens are defined as those from Hulstro-Showan ethnicity, that is of mixed Hulstrian-Gao-Showa ethnicity or the Gisoten (Gao-Showan who are fully Hulstrised). Article 2a - Class B citizens must be able to speak Dundorfian to a proficient level and read and write the language to a competent level. Article 3 - Class C citizens are defined as those from Gao-Showa ethnicity (namely the Kunihito) as well as Sekowans, Istapalis, Llaqtas, Welang and all other smaller ethnic groups such as the Draddwyr. Article 4 - Only Class A citizens may be able to hold noble titles, government cabinet positions, senior positions in the police force and officer commissions within the army, navy or airforce. Article 5 - No person classified as a Class C citizen shall be allowed to take a seat in the national or state legislatures. Article 6 - No political party or organisation may be formed by a Class C citizen - or by another to directly represent the rights of Class C citizens - without the express permission of the government. Article 7 - Any individual citizen - regardless of ethnicity - may be moved to a different classification group by order of the Head of State - strictly on the advice of the government. Article 8 - All the above articles and the classification of citizens will be implemented, overseen and enforced by the newly-established Ministry of Classification, which will fall under the remit of the Head of Government. Article 9 - This bill is a constitutional amendment and requires 2/3rds of the Legislature to vote in favour.
