Article 1)

Upon the passage of the Energy Competition Act all energy companies will be privatized.

Article 2)

The Graham Anti-Trust Act will apply to energy companies and as such all monopolies in this sector will be broken up by the Ministry of Trade & Industry.

Article 3)

The rate at which individuals can be charged will be determined based upon income and projected energy use Therefore, if a person that is in X tax bracket exceeds a certain power usage the power company can charge a higher rate.

Article 4)

The rate at which certain income levels can be charged will be determined by the Ministry of Finance and the Ministry of Infrastructure and Transport.

Article 5)

Rates at which companies can be charged will be left to market forces.

Article 6)

New and Small Businesses will be offered tax credits and subsidies for power usage up to a certain usage to be determined in the same manner as individual rates.

Policies such as these can only be helpful to Hutorians feeling the pinch under the oppression of a goverhment obsessed with growing it's own size. Seeing Energy Hutori broken up will save us millions I operating costs and end government gauging of their citizens of resources they desperately need.

We are completely in favor.
