Considering Rutania has been stable for nearly 7 decades since the last civil war. This is a century that Rutania has gained great stability and progress. The last century Rutania saw great turmoil and evidence shows that this is now behind us. Considering the continent has reached a new zenith for peace with most of the continent all members of the Artanian Union, something not seen in more than a lifetime. Peace reigns in Artania Recognizing that the policy of National service is a restriction of liberty and ones own self determination. Understanding that should times of instability arise again the need for a draft could become necessary this bill does provide provisions to instate a draft in dire times. Proposing that given the peaceful state of the continent conscientious objectors be allowed to refuse service. |
