The Grand Conservative Union propose to adjust the government's spending budget to better address the economic and social situation of the Commonwealth of Rutania. Over the course of this administration we have seen several changes to the policies of the Commonwealth, while these changes have been enacted into law the Peoples Assembly has not granted the necessary funds to properly carry out the reforms they have legislated. This budget lays out a nearly 10 billion ruta request for spending increases to fund the reforms that the various ministries are attempting to carry out. 1. Requested 400 million ruta increase to the Internal Affairs Ministry to deal with the ongoing cost of refugee resettlement, to fund an increase in Federal police since with the passage of the Civic Peace Assurance the military will be forbidden to take part in domestic issues. These funds will be used to fund a National Police Emergency response force and for purchasing equipment so the Federal police can properly respond to disasters. Expanded police forces will also enforce the anti-militia statues in the Civic Peace Assurance. 2. Requested 250 million ruta reduction in the Finance Ministry budget since autonomy over the Central Bank has been placed in the hand of the central bank. This administration believes the staff at the Finance Ministry can now safely be trimmed. 3. Requested 2 billion Ruta reduction in Defense Ministry spending, with the passage of the Draft Annulment Act the commonwealth will save billions in the coming year as tens of thousands aren't automatically enrolled in National Service. It is the opinion of this administration that savings from the Draft Annulment Act will continue to grow for some years until those who joined to fulfill national service requirements are finally phased out. 4. Requested 1 billion 680 million ruta increase to the Justice Ministry Budget to fund legal aid to defendants as stated in the Civic Peace Assurance. Providing legal defense to all the nations accused might end up being more costly. This is a request based on Ministry Projections 5. Requested 7 billion Ruta increase in the Health and Social Services Ministry. Message | Mr. Speaker, We offer this budget to the Peoples Assembly as our final budget of the term, we hope to see its passage so that government ministries can effectively do their job. It is with great consideration that this budget has been presented, my own party is not very keen on budget deficits but given the political constraints in the Peoples Assembly to pass a bill we recognize that the battle over revenue is one that should be fought another day. This budget will leave the nation in a 7 billion ruta shortfall per year, after years of budget surpluses this is something that does not pose an immediate threat but I would be remiss if I didn't offer my warning to the nation to not let the deficit continue lest it lead to our demise and fiscal ruin. -Prime Minister Royce Blood |
