In accordance with the Public safety act I hereby call a state of emergency in the whole of Beiteynu with the following provisions:

1. All able bodied men are hereby called upon to report for immidate deployment and training.All women have to be registered for non-military duty.
2. All communication facilities are reserved for the army primarily.
3. All transport routes are reserved for army purposes in the first place.
4. The total number of deployed soliders will be increased to 2 million.
