How will it increase stability to lengthen term times? Surely that will just lengthen the periods where a cabinet cannot be formed and lengthen the periods where cabinets can be formed?

The point is that if we cannot for a cabinet then it is necessary to go to early elections. When a government can then be formed, it is important that it is stable.
