We propose changing the citizenship laws to establish a 6 tier citizenship system. TIER I: Voters- Owners of over 1.6 hectares of land, direct government employees and directors and managers of state businesses, plus nobles and those holding titles and all military officers shall hold TIER I citizenship. They shall be entitled to the right to vote for national elections and for local elections and to run for office. Is allowed to obtain and consume any media, including foreign media. TIER II: Loyal citizens- citizens without a history of criminality and with a history of loyalty and support for the state, monarchy, government and Imperial Democratic Party and its predecessors and citizens who are held in high regard by their community, plus anyone designated as such by the Imperial family or Royal family shall hold this citizenship. They are allowed to vote in local elections and allowed to use the Terra-wide internet instead of the state intranet. Also is allowed access to foreign media, but only with state permission. TIER III: The Demos- the average citizen. Lacks voting rights and must use the state intranet.Is not allowed to access foreign media. Is not allowed to participate in politics in anyway. TIER IV: Loyal foreigners- naturalized or loyal immigrants that appear to support the Sekowan state. Has the same rights as the demos however will be watched closely for espionage and such. Uses same facilities as native Sekowans. TIER V: Foreigners- recent or untrustworthy immigrants. Must use separate facilities to Sekowans. Cannot even discuss politics. May apply for naturalization after 5 years of being in Sekowo. Inferior legal and employment protections. Is not allowed to join the state industrial union. TIER VI: Thought criminals- those who oppose the state, monarchy or state religion. Is to be interned in a reeducation prison to be reformed into good citizens. Is to be treated generally well however, to encourage conformity. For up to 10 years after being reformed must use separate facilities to Sekowans. Classification into these categories is to begin January 4278. Following that new passports shall be issues, and state ID, that shows clearly the citizenship a citizen holds. Hail Sekowo. |
