This bill is hereby introduced by Her Celestial Highness, High Commissioner Akemi I, representative of Her Imperial Majesty in Sekowo.

Sekowo is one nation and one state. To support the state, all political associations and parties must be merged together into the Imperial Democratic Political League (帝国民主政治連盟/Teikoku minshu seiji renmei). Factionalism is permitted, so long as the monarchy is supported.

We must put an end to bitter political conflict and the nation must be ruled as a single, united entity.
We hereby declare Sekowo a single party democracy. To aid in this all candidates are also now funded by the state.

The Grand Imperial Parliament is also to be reformed into a Senate to reflect this. It shall be known as the Grand Senate of Sekowo.
Its speaker shall be selected by the High Commissioner and shall moderate debates. In future all members of the legislature shall address the speaker as Madame/Mister Speaker during debates.

The head of the cabinet is to be the President of the IDPL, as elected by the Senate.

(OOC: in practical terms, this is an RP bill that is allowed under 22.4.2 of the game rules: "RP laws which ban parties but permit players to role-play as factions or caucuses instead. For example, it is permitted to introduce a one-party state system, where players role-play different factions of the party.". In this case an idealistic ruler/representative of the ruler is introducing a bill to merge parties together into one party to prevent any possible political conflict. In RP terms, all new parties should ideally roleplay as either an illegal organisation/party or as a faction of the Imperial Democratic Political League, until this bill is repealed or so forth by 2/3 majority.

IE a party could be the "Socialist Faction of the IDPL"

As of the time of this bill being passed there is only one party anyway so I believe that that is further justification.
The part about the speaker comes under 22.4.3 and 22.4.5 of the rules and the High Commissioner/Grand Princess/Prince is currently controlled by me.)
