The Unity Labour Party propose to adjust the government's spending budget to better address the economic and social situation of the Free State of Malivia.

As Minister of Finance, I am directed by the laws of Malivia under Minister of Finance Amendment Act Section 3- The Minister of Finance shall upon his appointment, propose a budget no longer than 6 months upon tenure of his office.

Subsection A- The Minister of Finance must propose a budget for every fiscal year. Fiscal year meaning, every year starting in January and ending December

This bill sees the massive increase spending in education. All this is geared towards the implementation of government mandate for this term in ensuring the implementation of the education reform Act 4249 along with other initiative that are on current government agenda including the construction of a Community College, Tech Voc schools and revolution in curriculum but has seen a decline in government expenditure to ensure fiscal prudence and enterprise.

Mr Speaker, I would also want to highlight that there has been a decrease in certain areas that are not of top priority for the government such as defence and Transportation but an increase in Health spending.

I do hope this parliament can support this bill in the interest of all Malivians. Additionally this bill will see a new college and Tech voc schools built at cost of 3 billion dollars.

MessageI hereby direct members to the education reform bill for review to which we'll give the education expenditure an additional 5 billion which will see it's further implementation http://classic.particracy.net/viewbill.php?billid=532053 and additionally that will see the provision of the construction of 4 tech voc schools that focuses on skills training including robotics and computer software engineering at basic level while implementing a STEM program curriculum in all Elementary and Secondary/High Schools levels. This STEM program is Science Technology Engineering and Mathematics that will see a replica of this in all schools https://www.stem101.org along with the first initial phase in the construction of a Community College that will have various divisions from Arts, science and general studies to nursing ,teaching and Technical divisions
