Alright, look. I absolutely hate to have to single anyone out here, and I in no way mean to be a bully.

But for the past 2-3 days, the user 'berke56' has single-handedly created a completely chaotic and disorderly game environment. As I'm writing this, there are a full 19 bills being voted upon, several of which are virtually identical. Many are horribly worded, are untidy and are unserious. Comment and debate sections are ruined, again by this one player, who seems to think that lodging 4-5 messages in a row, each consisting of 2-3 words, is a good way to communicate.

For the first time in the 6 years I have played this game, it has been necessary to restrict the number of proposals parties can come up with, because of a single player. I am counting a total of 49 inbox messages I have received from this user. Only today I have been sent 4 unsolicited messages with proposals for new flags.

I love this game. But I don't love it so much that I want to have to click through 5-10 mostly incomprehensible messages from someone every time I log in, or vote on 15-20 bills at a time.

After having been around for months, shaping Jakanian roleplay, culture and history, I feel completely hopeless when players who have not been here for more than a week, become fanatic about changing the flag to some -- sorry, but quite frankly ugly -- banners with no relation to Jakania at all. Changing the governorates to states, changing the number of seats in parliament by 100 at a time, changing institutional titles, changing the national anthem, and most recently even the name of Jakania itself.

It is as if certain new players have taken absolutely no time to sit down and read through the cultural protocols, the roleplay laws and the basic game rules, which have all been carefully crafted to create a smooth gaming experience. There are 8 of us here now, and it is crowded. A single, new party with 0 seats can 𝘯𝘰𝘵 insist on changing the established order, that has taken months to create.

I have tried to address this recent problem, both by openly tackling the issue of spamming, and by talking to the player directly. Neither of those things have worked, and unless we see an improvement over the next day or so, I see myself forced to involve game moderation.

In this game, there are rules that must be followed and customs that must be observed. If 'berke56' and other new players do not begin to take this more seriously, then I will request that the moderators begin fulfilling their duty to uphold the following game rules, which -- from now on -- are to be observed by all parties in Jakania whether they like it or not.

• 3.2 "Playing Particracy generally requires players to be able to communicate in English to a reasonable standard of ability. Players must never be abused for having poor English, but Moderation should be alerted when a communication issue has become disruptive to the playing of the game."

• 4.0 "'Spamming', or the indiscriminate posting of unsolicited messages, is not allowed."

• 4.2 "It will be considered spamming if a player creates bills or messages which duplicate each other or are irrelevant."

Additionally, if spamming and unseriousness is not contained, then I would like to formally suggest we introduce a system like the Istalian one -- under which every single bill must follow a uniform manual of style, and be set up according to a specific layout. This would be the only way to kill off the horrible-looking proposals we've been over-run with over the past weekend. More on that later, depending on your opinions.

If order and tidiness are not restored within the next week -- after hypothetical moderation involvement -- and spamming and excessive messaging is curtailed to an 𝘢𝘣𝘴𝘰𝘭𝘶𝘵𝘦 minimum, I see myself forced to leave Jakania and relocate to a nation where the game rules are actually observed.

And as I said in the beginning of this message, this is in no way intended to hurt or harass any one individual player. It's nothing personal, and it's fantastic that you have many in-game ideas and suggestions. That being said, something has to be done about the chaotic situation that has arisen.

I will put this to a vote so you all see it (if that's even possible among the 19 other bills up for voting), but feel free to post comments, thoughts or opinions at any time.

MessageAs a new user I totally understand and support your point. For the proposal of renaming the governorates to states I am to blame and indeed I am sorry, i just didn't knew there was some history behind that name.

MessageThis was not aimed at any of the *individual* proposals that has come up recently, but rather the *amount* of total proposals that has come up in 1-2 days, and what form they take. We can of course discuss changes like what you proposed, but only if the proposals come in tidy, logical and thought-out bills, and we actually have time for debate.

I don't want anyone to go around now and feel guilty for anything, this is just a game for fun after all. But I hope, and it seems like, my message got across to all of you.
