Mr. President,

As Federationists, we believe the local government agencies overseeing our cultural monuments do an admirable job. We see no need to take authority away from local governments in this area, but if the Nationalists think this is important, we will not oppose the bill. However, we do ask that language be added to the bill's description stipulating that the new federal agency work THROUGH the local agencies which exist today rather than attempting to supplant them, which would be a waste of talent and resources.

We also express our thanks to the Federationist delegation for seeing the wisdom and value of this proposal and choosing not to oppose it. Let us assure our Federationist colleagues that per their concerns about the language of the bill, we will gladly add such language that will clarify that the new federal agency will work via the existing local agencies.
