This amendment to the Constitution, namely "Article 11 The State", reconfigures the subnational divisions of the Imperial Crownlands of Hulstria - currently called Bundesland - into five Imperial Principalities.

Article 11 - The territory of the Kaiserlich Kronländer von Hulstria (Imperial Crown Lands of Hulstria) comprises of the Imperial Principalities of Budenlar, Hilgar, Hulstria, Kuratha and Mitrania. The national territory and the international territorial boundary of the Kaiserlich Kronländer von Hulstria (Imperial Crown Lands of Hulstria) is inviolable.

Article 11.1 - Each of the Imperial Principalities shall be overseen by a Prince, granted their landed titles by the Empress on the advice of the Imperial Chancellor and his/her government and in line with the stipulations set out in Article 11.1 (a) below.

Article 11.1 (a) - Each of the Princes must be from Hulstrian noble descent and be followers of the Confessional Luthorian faith.

Article 11.1 (b) Once bestowed, the title of Prince is for life and de jure hereditary.

Article 11.2 - Each of the Princes must ensure good governance within their demesne. This will be achieved by ensuring the provision of a local council populated through regular democratic elections, which will manage powers and responsibilities devolved to local government by the Imperial Parliament (as per Article 12 of the Constitution).

Article 11.3 - This bill asks for an amendment to the Constitution. It will require two-thirds of the legislature to vote in favour.
