This Bill's primary purpose is to set out our policy on Civil liberties. Our policy is designed to provide a safe environment for the citizens of the country. |

Current: Adoption policy is to be established by local governments.
Proposed: Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children.

Message | For the sake of the game it is really better if proposals are grouped together by subject rather than put in massive omnibus bills. Even if we voted the same way on all of them slander, parental qualifications, abortion law and gun control should not be in the same piece of legislation. |
