WHAT IS THIS:

In order to have a clear view of what do we want regarding the cultural protocols issue, I thought we may get a clearer picture by having a pair of polls on that. I'll pose two questions: whether we want the "1800's pre-Civil War underdeveloped" description out of our Cultural Protocols, and in case we do, whether we prefer to remove it through a change to Open Culture or through a reform of our Cultural Protocols. In any case, and following the game rules, for any of the changes we would need "support by a 2/3rds majority of all players with seats (not just those with seats who vote) and over 50% of the seats in the legislature.", so this is also meant to see if that kind of majority would be there. When the results are in, we may try to stick to the chosen option
