MessageMr Speaker, as first female Finance Minister, I as a mother is feeling pained bringing this budget as an austerity package before parliament. Mr Speaker, my Prime Minister and government has proposed to lead the way in tightening our belts by cutting our own salaries as we notice here a vast reduction in salary for the PM and many more cuts save an except for Trade and Industry, which may help buffer the expected unemployment in the economy. These cuts are necessary so that our huge deficit, cause by the previous government to drastically decline along with our high staggering debt. I expect that if we allow this to pass, our deficit will be a mere 1 billion and also based on how the sectors in the productive economy behaves, it can result in a surplus.

Mr Speaker, yes these measures are painful, but they're necessary. Sometimes we have to break eggs to make omelettes.

MessageMr Speaker, These measures are merely temporary to fix the troubling issue of high deficit and debt. I can assure the Minister of defence and Malivians that once we enter a surplus budget of 10 billion plus, we will use 6 billion to repay our debts annually which now stands at 60+ billion so that within 10-15 years our debts will be repaid as we will not raise the debt ceiling nor engage in further borrowing.

However, we will seek to do economic adjustments so that between now and next 5 years, we shift focus from having increased expenditures in social services such as education and health and divest funds into trade,defence and infrastructure to create jobs.
