Senators, After the disastrous events that took place in Dawnstar last week, the Government of the Pontesian Dynastic Commonwealth seeks to introduce the following Preventive Measures Against Terrorism Act I. The Government and all of its institutions as well as the Princely Residence and the August Senate of the Cedar Throne will move its operations to the considerably more secure Medrengaard City Complex, Caespasia. I. The government will divert an additional 7 bn. PON to increase border patrols and coast guard services. II. Deliverers of border patrol and coast guard services shall be given the right to stop, turn back and arrest persons trying to enter the country without the appropriate Passport and Visa requirements, as well as to confiscate or destroy any potentially harmful goods such person(s) process. III. As per the the treaties of the Union of Jelbic Peoples and the Auroran Association, Visa-free travel with Selucia, Barmenia, Vanuku and Jelbania still remains in effect. IV. For persons seeking to enter the country from any except the aforementioned countries, quotas will be set based on nationality and socio-economic status, that will be considerably less generous for those arriving from any of the more troubled parts of the world, South Majatra or the Far-East in particular. V. No one may apply for refugee status in the Pontesian Dynastic Commonwealth without any ethnic or religious ties to the traditional communities of our nation. VI. The Government reserves the right to veto the legal status of any radical religious leaders, missionaries or preachers, or institutions that threaten the security of the nation. VII. While people shall have religious freedom in their private homes, full-fledged Apostolic Churches or Ahmadi mosques, except under the leadership of the NkaĆa (Felinist) madhab, shall not be constructed anywhere in the Pontesian Dynastic Commonwealth.
