| The following are a series of standing rules that, with the approval of a majority of the Solentian Senate, shall govern debate and submission of bills. Table of Contents: 1. The Chair 2. Submission of a Bill to the Docket 3. Debate Procedure --------------- 1. The Chair The Chair, officially the Chair of the Senate of the Solentian Social Republic, shall serve as a moderator in legislative debates. 1.1 The Senate shall appoint a chair at the beginning of each legislative term (following elections). 1.1.1 The chair shall be appointed through a resolution achieving consent of a quorum of Senators, submitted in special format as specified in Section 2. 1.2 The Chair shall be referred to in debate as, "Mr. Speaker" or, "Madam Speaker." 1.3 The Chair shall have the power to rule on all points of order brought up by members during legislative debate. 1.4 The Chair shall have the power to punish Senators deemed in violation of these rules. 2. Submission of a Bill to the Docket 2.1 It shall be compulsory for every Senator (player) to submit their proposed bills with the following title format: 2.1.1 The prefix, "G.B." (Government Bill) if the bill is being submitted by the governing party or coalition. 2.1.2 The prefix, "O.B." (Opposition Bill) if the bill is being submitted by a member or group outside the governing party or coalition. 2.1.3 The prefix, "C.N." (Chair Nomination) if the bill nominates a Senator to the chair. 2.1.3 Prefixes shall not be required on the following types of bills: 2.1.3.1 Treaty ratifications or withdrawals 2.1.3.2 Budget proposals 2.1.3.3 Calls for early elections 2.1.4 Following the prefix of the bill, it shall be compulsory for each submitted bill to contain its sequential number and the year it was submitted in the format SN/YYYY. (i.e. the first government bill submitted in 4294 would be G.B. 01/4294, the second G.B. 02/4294, etc.). 2.1.5 Following the sequential number, the title shall be included after a colon (:). 2.1.6 The title of a bill must be germane (relevant) to its content. 2.2 It shall be mandatory for every Senator (player) to submit their bills with the following text format: 2.2.1 The text of the commentary or proposal offered by the Senator. 2.2.2 Following the commentary or proposal, an attribution indicating which Senator submitted it. If the Senator is a cabinet member or holds a party position, it must be indicated (i.e. "Kristoffer Enok, President of the Solentian Social Republic" or "Minister of Defense and Liberal Democratic Party Chairman Kristoffer Enok") 2.2.3 All text contained within the proposal or commentary must be parliamentary, as indicated in Section 3. 3. Debate Procedure 3.1 Bills must remain in the debate phase for a minimum of three IG months before being called before the Chair for a vote. 3.2 During the debate phase, any comments must abide by the following rules: 3.2.1 All speeches must have an incipit prepended indicating which Senator is speaking (i.e. "Senator Kristoffer Enok:") If the Senator holds a party or ministry position, that position must be indicated in the incipit (i.e. "Minister of Defense Kristoffer Enok:" or "Liberal Democratic Party Leader Kristoffer Enok:") 3.2.2 All speeches must be directed towards the chair (i.e. "Mr. President, this bill is ridiculous and should not be considered.") 3.2.3 Members may not address other members by name, but only by title (i.e. "Mr. President, our party would like to thank the Senator from the Austonean Socialist party.") 3.3 If a Senator believes a comment to be in violation of the rules as specified in this section, they may raise a point of order with the chair. The chair shall rule on a point of order, and, if it is upheld, shall approach the nationmaster or moderation in order to take appropriate action. --------------- Examples: For the first bill submitted by the government in 4294, with commentary by Liberal Democratic Party Senate Leader Jens Borg: Title: G.B. 01/4294: The Wildlife Protection Act of 4294 Text: <commentary/proposal> Jens Borg, Liberal Democratic Party Senate Leader For the first bill submitted by a party outside the governing coalition in 4294, with commentary by Liberty Dawn Senate Leader Luna Dawn: Title: O.B. 01/4294: The Wildlife Protection Act of 4294 Text: <commentary/proposal> Luna Dawn, Liberty Dawn Senate Leader For the nomination of Liberal Democratic Party Senator Jens Borg to the chair Title: C.N. 01/4294: A Resolution Providing for the Appointment of Senator Jens Borg to the Chair Text: Article 1: Liberal Democratic Party Senator Jens Borg is hereby approved by the Senate of the Solentian Social Republic to assume the duties of Chair for the remainder of this legislative term.
