{OOC: This RP law is based on game rule 22.4.2 which states that RP laws which ban parties but permit players to role-play as factions or caucuses instead are allowed. For example, it is permitted to introduce a one-party state system, where players role-play different factions of the party.

Furthermore, according to game rule 22.4 this act will be specifically identified as a law which will be enforced by Moderation should the need arise although players should try to resolve any difference before resorting to this measure.}

This bill proposes an amendment to the constitution to create a one-party-state political system in Hulstria. Factions will be able to rise and fall within the party but they must work within the parameters and primary aims laid down by the fundamental party ideology.

Article 1: Only one political party may exist within the nation of the Imperial Crownlands of Hulstria. That party is called the "Hulstrian Partei" (The Hulstrian Party) and will be referred to as "The Party" or "Party" henceforth in this bill.

Article 1(a): The Party's fundamental aim is to promote and expand Hulstrian ethnicity and the Dundorfian language within the nation over and above all other ethnicities and languages that are represented e.g. Kunihito, other Gao-Showan ethnicities etc. It is expected that all factions of the party support this primary value. (OOC: It is this value that all players should try to support to some extent regardless of any other political ideas and will bond the party together. However, different players may have different ideas on how to achieve this hegemony, from hardline segregation and repression of minorities to a more liberal transformational/educational approach).

Article 1(b): The Party is also historically pro-monarchy, conservative and pro-religious (Hosian) although there are factions within the party that do not necessarily support these secondary values.

Article 1 (c): The Party has been traditionally militaristic and authoritarian in nature as well as isolationist in terms of foreign policy, although this is a view only upheld by certain factions within the Party.


Article 2: The Party consists of several factions with a range of views on governance and society. Each faction may expand or contract in size over time (OOC: this enables the one party state to function without breaching the game mechanics - thus periodic elections are a representation of how each faction is growing in support or waning).

Article 2 (a): Each faction must, through their name, reflect that they are part of the same political party but also make reference to their faction too, so they can be easily identified. (OOC: For example, a pro-monarchy faction may name themselves - Hulstrian Partei (Royalistische Fraktion) and an environmental faction may name themselves Hulstrian Partei (Umweltfraktion). All players are asked to respect and follow this format when naming their factions.).

Article 2 (b): A broad range of factions may exist within the party each looking to achieve hegemony or policy dominance within the country. (OOC: Although The Party has been traditionally conservative in nature everything from hard right factions through to more social liberal factions are acceptable. However, given the total ban on communist parties and given The Party's history it would be difficult to justify the existence of a far left or communist faction within the party and players are asked to respect this in their RP and when establishing factions.)

Article 2 (c): Although the party has an overall leader and senior political figures, these may change from time to time and are likely to be determined by the more popular factions - thus a change of leadership and direction is often preceded by a rise to prominence of a new faction (OOC: This article relates to the ability to propose a cabinet).


Article 3: Despite factionalism, the party is the binding unilateral force of politics in Hulstria and no other political party or group may exist outside its parameters. Any attempt to contravene this law will lead to a dissolution of the offending party. (OOC: This is a polite reminder that any player setting up a new party in Hulstria must abide by the one-party state system established in this bill. Anyone who does not will be reminded of the RP rules of the nation and the Particracy game rules in relation to this law and asked to modify their party. If that player still persists in trying to RP an individual party, steps will be taken i.e. Moderation asked to enforce the law.

Article 4: This bill asks for an amendment to the Constitution. It will require two-thirds of the legislature to vote in favour. This bill will not pass any sooner than the deadline.

Article 4 (a): As this is a constitutional amendment, any attempt to repeal this act and revert to a multi-party system will require two-thirds of the legislature to vote in favour.

The last forty years has proven that it is not necessary for opposition parties to exist in this nation. In fact they are fundamentally de-stabilising. The existence of separate parties runs counter to national unity and can only lead to anarchy, division and are detrimental to both our economy and security.

We recognise this is fundamental change and open up the matter to some debate and proposed amendments before a vote is taken.
