"After the months of debate on the matter, in the light of the works persued by the special bicameral commission formed to handle the issue object of this bill, the Presidency would like propose this draft for the law which will officially establish how should be appointed the highest officials of the Republic and the chain of command among them. This bills will determine who will replace this or that role in case the interested officials cannot anymore persue his duties.

1) Order of succession to the Presidency
a) In the case the President of the Republic cannot persue his duties, the President of the Senate acts as deputy Head of State (" deputy President of the Republic": "Presidente supplente della Repubblica"). The deputy Head of State shall act exclusively persuing the cerimonial duties of the President, he cannot dissolve the Parliament, form a Government, propose a referendum, propose laws, direct the foreign policy. The executive power shall belong to the Head of Government.
In case of permanent impediment, the President of the Chamber of Deputies shall call early elections while the deputy President of the Republic shall sign the decree to dissolve the Parliament. In case of less than 6 months to the next elections, the deputy President of the Republic shall remain in office until the natural end of the term.

b) In the case also the President of the Senate cannot persue his duties as deputy Head of State, the office shall be vested in the President of the Chamber of Deputies. He shall sign the decree to dissolve the Chamber and call early elections in case of permanent impediment.

c) In case also the President of the Chamber of Deputies cannot persue his duties, the Head of Government is the next to be appointed as deputy Head of State. He continue to be vested of the full powers of the Head of Government. He shall sign the decree to dissolve the Chamber and call early elections in case of permanent impediment.

d) For security purpose, the designed deputy President of the Republic and the President of the Republic shall not use same vehicles and same itineraries during their movements.
In case of emergency they shall be secured in different shelters.

2) Order of succession to the Presidency of the Council of Ministerss
a) The Head of Government shall indicate a deputy Head of Government ( "deputy President of the Council": "vice Presidente del Consiglio") who shall be a Minister of the Republic.

b) The designed Minister shall act as deputy Head of Government in case the President of the Council cannot persue his duties.

c) In case of permanent impediment, the designed Minister shall act as deputy Head of Government until the formation of a new Government.

d) The deputy Head of Government shall act in respect of the Art. 1 comma c).

e) In case of impediment of the designed Minister, this is the order of succession to the role of deputy Head of Government, excluding the designed Minister:
-Minister (M.) of Interior
-M. of Foreign Affairs
-M. of Defence
-M. of Justice
-M. of Finance
-M. of Trade and Industry
-M. of Infrastructure and Transport
-M. of Health and Social Services
-M. of Education and Culture
-M. of Science and Technology
-M. of Food and Agriculture
-M. of Environment and Tourism

f) the deputy Head of Government acting also as deputy Head of the State can continue to persue his duties in case of State of Emergencies and in case of State of War if the Parliament votes in this sense. He can continue to persue his duties without authorization of the Parliament in case of imminent danger for the survival itself of the Republic or if the constitutional institutions of the Republic are irreparably compromised and cannot persue their duties.

3) The Presidents of the two branches of the Parliament
a) The members of the two branches of the Parliament elect the Presidents of their respective Houses among them.

b) The President of the Chamber of Deputies shall belong to the largest party of the Government Coalition. The parties can decide otherwise in case of agreements between the coalition's members. It is not excluded an agreement to appoint as President of the Chamber a person not belonging to the government coalition.

c) "The President of Senate of the Republic shall belong to the largest Senatorial party of the Government Coalition."

4) It is officially introduced the Government position of Underministry of Immigration and Integration who operates under the Minister of the Interior. The Minister of Interior appoints the Underminister with the agreement of the Head of Government.
The appointed Underminister shall be presented together with the Cabinet when presented before the Chamber of Deputies for the vote of confidence.

"I thank the President and his spokesperson for putting this proposal forward. However, I must disagree with some of the provisions included above as I believe they contradict the will of the special committee which was established to decide this matter.

The first objection I have is that the Interior Minister is always the Deputy Prime Minister. I know that, in my movement, if we were to fall into second-party of a cabinet, our party leader would probably take the role of Minister of Finance - not of the Interior. Each party has its own priorities, and as such codifying it in such a manner would deprive parties of their own priorities (I think back to the Farmers' Party who would place an emphasis on the Ministry of Food and Agriculture over Interior, as well).

My solution to this objective is to allow the Deputy Prime Minister to simply be the senior-most Cabinet Minister of the second-largest party of the Chamber of Deputies, followed by the senior-most Minister of the third-largest party, and so on.

The second objection I raise is that the President of the Senate ought to be the senior-most senator of the largest Coalition party in the Senate. For example, if the largest coalition party in the Chamber of Deputies is different than the largest coalition party in the Senate, then the largest coalition party in the Senate should be the President of the Senate (and thus Vice President of the Republic). For, as it was state in the special committee, "The Senate President should be the Vice President of Istalia and should be from the largest party in the Senate that is ALSO a member of the Chamber of Deputies coalition government."

The solution here is simply to change Article 3, Section c, to read:
"The President of Senate of the Republic shall belong to the largest Senatorial party of the Government Coalition."
