There is not any list of endangered species currently. This is a problem for our ecology and for very endangered species, because hunters don't know, what animals belong to the endangered species. We musn't lose our unique animals forever!

Rather then "encouraging" Hunter not to shoot why not keep the legislation to make it illegal and instead simply create a registry of endangered animals of Hutori. Legislation as it would be changed only discourages it, hunters still have the option to do as they please.
