| = = = PREAMBLE = = = We, the people shall proclaim this document the Supreme Law of the Land. = = = INTRODUCTORY PROVISIONS = = = The Federal Republic of Jelbania is a democratic federal republic which is a modern decentralised bureaucracy. All land that belongs to Jelbania is legitimate property. Its socioeconomic principle is a free market welfare state and an economy that is controlled by Jelbeks. All workers are protected in a social policy that grants them a reasonable minimum wage. Jelbania has a functional legislative, executive and judicial department that is controlled cooperatively by the national, provincial, municipal and cantonal government units. Jelbania shall keep its culture as progressive as the people and lastly, Jelbania does not believe war as a force for peacekeeping thus declaring itself a nuclear weapon free nation. = = = LEGISLATIVE DEPARTMENT = = = The Federal Republic of Jelbania has a Congress (Upper House: National Council, Middle House: Chamber of Provinces, Lower House: Assembly of Municipalities) which consists of national, provincial and municipal representatives. The Congress shall consist of 110 seats (10,20,80).The Congress has a Congressional Head which is elected 1 month after the elections. Every member of the Congress has power of veto and has a term of 72 months. All bills must have one specific focus and all bills must be signed by the President to be made law. = = = EXECUTIVE DEPARTMENT = = = The executive department is ruled by the President together with the Council of Deputies (ministers of ministries). The executive department shall remain impartial to the legislative and judicial branches of government. = = = JUDICIAL DEPARTMENT = = = The judiciary is headed by the Supreme Court which is appointed by the Minister of Justice and the Council of Goodwill, which is an association of judges of Jelbania. The judiciary is a pyramid of the Supreme Court, Provincial Trial Court, Municipal Trial Court, Cantonal Trial Court and Metropolitan Trial Court and special courts such as Impeachment Court, Transnational Court and Corporate Court. = = = AMENDMENTS = = = Amendments can be made under the consent of the President and the majority of the Congress. |
