| Lidia Zita, Spokeperson of the Presidency of the Republic: "Hon. Members of the Istalian Parliament, we are facing a serious threat, materialized in the form of the Dovanian Plague, aka the Wolfsheim Bacteria Infection, which was discovered having infected a dozen of people in Istalia few weeks ago. Today we count almost 9,000 of people infected and we fear the plague could spread even more. For this reason and recognizing also the spread of the Plague in other nations and continents, I submit you this Health Emergency Plan to face this menace. The plan will provide: - Over then 500 million of LIS from the Ministry of Health shall be allocated to the biologic and medical research on the Bacteria. - Total ban for any travel from Dovani. - Total ban from any nation in which has been detected the Bacteria Infection. - Merchandises ships shall wait out of the ports for a security health inspection, the foreign crews have not the right to leave their ships. - Merchandises trains shall be stoped at the borders for a security health inspection. - Merchandises discovered to be infected shall be seized and destroyed. - Health Checkpoints to be established in any international port, airport, train stations and bus stations to control the travellers entering the nation. - Establishment of Special Quarantine Zones where quarantine the infected and take care of them so to contrast further spread of the disease and avoid the overcrowding of the hospitals where the rest of the citizens will be still able to go and find health assistance. The SQZ shall be divided in Confirmed Infection Quarantine and in Prevention Quarantine, for the confirmed cases and for the doubful cases. - Establishment of a Health Special Intervention Task Force to be deployed all over the territories and which shall be the first contact point with the population and which will manage a network of Infection Prevention Center. - Medical and scientific teams and expertises involved in the contrast of and the reserach on the Bacteria Infection can receive extraordinary Visa to enter the nation after a health check to be sure they are not infected. Any public employee and members of the government administration should follow compulsorily the following previsions: - use of masks and gloves during all the working time. - control of the state of health at the beginning and at the end of the working time. - ban on the use of common devices into the government building like water fountains, canteens, locker rooms and so on. It is recommended close attention for the use of the restrooms which will be equiped with special igienics items (disposable paper protection for the toilet bowls, clorox wipe single dispensers and so on). - use of special waste collector which will be treated with specific treatments. - use in all the government building and place of work of health disinfectants on daily basis after the working time. - establishment of a strategic displacement of the personnel to avoid entire offices and department to be shot down totally in case of the infection of one or more of the employees. - minimization of the physical contact in the work places and the public retail counter Furthermore, the Plan provides for the rest of the citizens: - All the students of the Istalian school and univerity shall wear masks and gloves during all the schooling time which is reduced to only 5 houres the moorning. - All the citizens shall wear masks and gloves in oder to can enter into a public building or use the public transport. - It is banned the use of public facilities in the public place like water fountains or public restrooms. - In case of malaise the citizens should first of all call the Health Special Intervention Task Force and wait in their homes or in the place where arisen the first symptoms or go directly to the closer Infection Prevention Center. All the people who has had contacts with the suspect infected shall wait as well to be examining by the Health Special Intervention Task Force's staff. All the people entered in contact but not any more on the place shall be searched and as well examined. - All the people discovered infected shall be moved into the Confirmed Infection Quarantine into the Special Quarantine Zones while all those entered in contact with the infected shall be moved into the Prevention Quarantine to be placed under control and released only when confirmed to be not infected, otherwise they shall be moved into the Confirmed Infection Quarantine. - Only into the Confirmed Infection Quarantine the infected can be shares same facilities, in the Prevention Quarantine the people under health control shall be put in individual quarantine. - The bodies of all the dead shall be burned as soon as possible after the passing. The armed forces shall assist the civil authorities especially with the deployment of adeguate vehicles and equipements so to satisfy the provision listed above. The personnel of the armed forces shall be used together the civilian personnel for the Health Special Intervention Division. The Government racommend the measures to be applied also by the rest of the citizenship during most part of the activities in contact with other people. With this provisions will be introduced changement into the national law to face with more effectiveness the emergency situation. To oversee the measures being put into action as provided by the National Emergency Health Plan and ensure legal and just acting by authorities with respect to human dignity, shall be set up a Senate Comittee on Wolfsheim Plague Intervention Oversight (SCWPIO), formed by two senators for party. Any citizens or organizations can report to the SCWPIO any complaint about violations of their rights and dignity. The Comittee shall intervene righting wrongs and taking administrative measures against the public officials find guilty of the complaints reported. Any complaint which is about a violation of the Penal Code shall be redirected to the Justice and so managed by a Judiciary Court. OOC: if someone fear to be negatively affected by this bill, given that it is part of an RP, can I suggest you that only the party that indeed want increase their visibility in the restriction policies will vote in favor and the other will abstain? |

L.P. has historically been a party of civil rights and international outlook - things that the C.C. can agree with on the basis of international trade. However, this proposal spits in the face of the L.P.'s rich tradition and looks to impose controls that have not been seen for decades in Istalia. The right to assemble is being curtailed by this proposal, which is simply unjust and undemocratic. Furthermore, the government will be able to set a curfew whenever it declares a state of emergency. We oppose subsidies for pharmaceutical companies, and have for many decades, and believe that the subsidies will not be an effective solution but rather cause long-term stagnation in this industry.
