The granting of uncapped domestic authority to the military in the event of: i) civil unrest ii) foreign invasion iii) coup d'etat of the current head seat Restrictions: This bill does NOT: i) enable the military to replace the government on a permanent basis (ie. as a military junta); full powers shall be reinstated to the traditional governing body upon the cessation and/or pacification of the above situation/s ii) allow for the committing of war crimes and/or similar atrocities; international human rights law remains in effect iii) apply to basic acts of insurrection (ie. low to moderately violent protest); the people retain the right to free speech until the outbreak of severe civil unrest (ie. widespread rioting and/or factional conflict), at which point the military is granted authority as stated above iv) permit the application of chemical/biological/nuclear/thermal technology to subdue any threats; microwave/sonic/EMP technology is permitted on a case-by-case basis |
