| In line with the existing Public Safety Act: (http://classic.particracy.net/viewbill.php?billid=534212) I now declare a State of Emergency in The Imperial Crownlands of Hulstria. This comes into effect on this day - 10 September, 4300. The reasons for the state of emergency are two-fold - (a)cases of the oriental plague being detected in the south and east of our country, (b) the threat of military conflict with members of the security council who are hell bent in removing our influence in Ostland and in imposing their will on our nation. A national curfew will come into place between the hours of 10pm and 6am with immediate effect. The State of Emergency will be continually reviewed as the situations develops.
