We need specialist forces who can disable and cripple the army of the enemy, we want to be their nightmare because they can't expect what we are planning. We don't need chemical or biological weapons to do this. We need to disturb and disable the enemy army without unnecessary deaths. We don't want to hurt civilians. |

The CPP also values the preventive effect of having weapons that are quite mortally efficient.
