This bill asks for an amendment to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.




Members of Congress,

Article 1 of the Baltusian Declarations of Human Rights (http://classic.particracy.net/viewbill.php?billid=533351) is that: "All viable Baltusians shall be guaranteed the right to life." This has been used to justify anti-abortion and anti-euthanasia law. We propose that it is repealed and replaced with "All Baltusians who want the right to life shall be guaranteed it."

The Baltusian people should be given the opportunity to vote on this in a referendum alongside the next Congressional and Presidential election.

Article 1

Arrange a referendum alongside the next congressional election.


Article 2

On the ballot paper will be "Article I of the Baltusian declaration of Rights is "All viable Baltusians shall be guaranteed the right to life.", should it be changed to "All Baltusians who want the right to life shall be guaranteed it."?"


Article 3

If over half of valid votes are 'yes' then Article 1 of the 'Bill: RP: Constitutional Amendment - Baltusian Declaration of Rights and Constitutional Court' will be automatically repealed and replaced with "Article I- All Baltusians who want the right to life shall be guaranteed it.".

Each party should announce how they would vote in the referendum in the bill description.

After the election, the number of votes each party receives in congressional elections will be counted towards the side of the argument which they support.
