| Message | As Minister of Foreign Affairs I introduce the following international treaty for debate by all parties. By way of explanation this Bill was recommended by the Kazulian Deputy Chief of Defence. Founded by three major regional powers, Indrala, Dorvik and Hutori, the Northern Council appears to have its merits, at least on paper. The potential for greater military ties with such nations would further secure our borders from foreign threats however we understand that some parties will have reservations about the economic cooperation suggested in the terms of the treaty. |

| Message | To respond to the concerns of both the SED and FDGB, the treaty promotes mutually beneficial (primarily bilateral) trade agreements but does not require it. It simply asks that member states cooperate to such an end. At the end of the day any such economic agreements would need to be put before the senate for discussion and debate and, as per any standard treaty, would require a 2/3rds majority to pass into law. Having assessed the Bill our party one primary grievance - that member states of the Northern Council must provide at least $25 million Lodamese dollars every two years and make further financial contributions in times of emergency when agreed by the General Council. Such a requirement restricts the powers of our government and may place unnecessary, perhaps even unforeseen, strain on our national budget. Having left this open to debate for some time we will now put this treaty to a vote. |
