A bill designed to establish, codify, and empower Workers' Councils on all levels of government - national, regional, and municipal - to ensure adequate representation of Proletarian interests in state proceedings, political, economic, and otherwise. Recognizing the existence of labour unions and workers' councils within individual firms, this party believes that similar organisations ought to exist in a political capacity as well. With this bill, the former structures will remain in place and retain their functions while the new councils shall serve a specialised political purpose. Councilors will be directly elected by the workers and their composition must be such that the Council adequately represents all sectors in their locality. Each sector will have a minimum of two Councilors, and these may be elected only by workers in the respective sector. Unions and lesser councils will help to facilitate and organise the voting process within their respective industries. More councilors may be added should circumstances call for their addition. Recall votes may be called at any time by the workers should they find the performance of their respective councilors to be unsatisfactory. These councilors and the relevant labour unions will be required by law to collaborate and exchange information regarding the needs of and issues raised by member workers. Individual workers are encouraged - but not bound by law - to collaborate directly with their councils. For each level of government, two (or more) Councilors will be elected per sector by municipalities, such that one set serves on the municipal council, another on the regional council, and another on the national council. Each of these bodies serves to represent Proletarian interests in their respective governmental levels through debate and voicing of grievances as well as the drafting of and advisement on legislation. |
