THE DEVOLUTION ACT

ARTICLE 1: THE SUB-NATIONAL LEGISLATIVE POWER AND ASSEMBLY

Section 1; Certain Legislative Powers which are vested by the national legislative assembly into local government, shall be vested in sub national assemblies.

Section 2; There shall be a legislative Assembly in each Sub-National entity which shall be known as The State Assembly and which shall be renewed after each elections. Its members shall be known as Representatives.

Section 3; The number of Representatives to serve in the State Assembly shall be calculated as 50% of the number of delegates the Sub-National entity sends to the country superior legislative assembly. (Known as the Congress in 4311)

Section 4; Each assembly may determine the Rules of its Proceedings, punish its Members for disorderly Behaviour, and, with the Concurrence of two thirds, expel a Member.

Section 5: Each assembly a shall keep a Journal of its Proceedings, and from time to time publish the same, excepting such Parts as may in their Judgment require Secrecy; and the Yeas and Nays of the Members on any question shall, at the Desire of one fifth of those Present, be entered on the Journal.

Section 6;A first past the post (FPP) method of election shall be use where State Assembly Seats shall be allocated to the parties which won the first 50% Delegate Seats.


ARTICLE 2; THE EXECUTIVE POWER OF THE SUB-NATIONAL ENTITIES

Section 1; Each Sub National Entities executive power shall be vested in a Cabinet whose members are elected representatives of The seating State Assemblies.

Section 2; Upon each election, each State Assemblies shall elect a First Minister with at least 50% of seats confidence, from the sitting State Assembly, who will chair and appoint cabinet members.

Section 3; Each First Minister posses a Veto Power within the cabinet to be use while certain proposals are presented within that same cabinet.

Section 4; Each Cabinet shall be opposed by another shadow cabinet within the same State Assembly. The Leader of that Shadow Cabinet shall be known as the Leader of Opposition who shall be elected as such with the second highest confidence in The State Assembly.


ARTICLE 3; THE SUPREME AUTHORITY OF THE NATIONAL LEGISLATIVE ASSEMBLY

The National Legislative Assembly Reserves the right to dissolve a State Assembly in the following situations;
1. When no Cabinet can be form in the State Assembly.
2. When the State assembly goes against any law which is deemed illegal by the Supreme Court of the Country
